Martin Baxa: Jsem zastáncem státu, který lidem moc nemluví do životů

Martin Baxa, primátor města Plzeň, poslanec a člen ODS, se vždycky zajímal o chod světa a od střední školy si přál, aby ho mohl trochu ovlivnit. A to se mu už desítky let daří, i když přitom poztrácel pár iluzí.

Martine, co je pro vás jako pro veřejně činného člověka nejtěžší?

Asi unést ten moment, kdy zcela obnaženě nahlédnete, že v případě některých politiků nejde o jakýkoli ideový střet s názory, které zastáváte, ale výlučně o byznys, pro který neváhají klamat své voliče a poškozovat zájmy naší země. Pokud je takový byznysově-politický proud silný, je to samozřejmě občas deprimující. Tím víc je třeba těmto tendencím v politice neustupovat a bojovat proti nim.


Je pravda, že v politice je vždycky něco za něco?

Dohoda o prosazování slibů občanům je zcela regulérní součástí politické debaty a podstatou jakékoli koalice. Samozřejmě, že umění každého správně vyváženého kompromisu se člověk učí a není to vždy jednoduché. Odpovědné politické strany si tohle ale většinou umějí pohlídat, jinak by jim to voliči v příštích volbách „spočítali“.


V roce 1999 jste vstoupil do ODS. Proč jste si vybral zrovna tuhle stranu? Co prosazujete?

Nejdříve jsem byl jen sympatizantem Občanské demokratické aliance a přivedl mě tam pravicový pohled na svět. ODS a ODA byly pro mě tehdy při pohledu zvenku skoro identické. Chtěl jsem podpořit pravici a mít možnost diskutovat o pravicové politice s lidmi, kteří ji dělají. Po čase jsem vstoupil do ODS a patřím spíše k její liberální části. Jsem zastáncem malého státu, který lidem moc nemluví do jejich životů. Prosazuji svobodu volby i v oblasti, které se na celostátní úrovni nejvíce věnuji, tedy ve školství. Jsem hodně velký zastánce západní orientace naší země, k níž podle mě patří i naše členství v EU, ke kterému není podle mého názoru žádná reálná politická ani ekonomická alternativa. Taky mě samozřejmě občas něco přicházející z EU naštve, ale nemusím z ní kvůli tomu hned vystupovat.


V roce 2010 až 2014 jste byl a od roku 2018 opět jste primátorem města Plzeň. Co jste si dal za cíl a co všechno se vám podařilo zlepšit nebo uskutečnit?

Post primátora byla velká výzva. Mým cílem je, aby se našim občanům v Plzni dobře žilo a abychom byli vyhledáváni i mezi tuzemskými a zahraničními návštěvníky. Po mém nástupu jsme spustili řadu projektů, minimálně dvě desítky skutečně velkých akcí, z nichž mnohé vyžadovaly odvahu a bylo těžké je prosadit. I na Plzeň totiž dopadly důsledky tehdejší globální ekonomické krize a významně se nám snížily daňové příjmy. Za uplynulých deset let mimo jiné vznikla v centru Plzně relaxační zóna Mlýnská strouha, město spustilo rozsáhlé revitalizace velkých parků, vybudovalo úslavský kanalizační sběrač, kompletně zrekonstruovalo Mikulášské náměstí. Díky projektu Plzeň − Evropské hlavní město kultury 2015 se našlo nové využití pro bývalé depo dopravního podniku, nyní DEPO2015. Za téměř miliardu korun jsme postavili Nové divadlo a také jsme zrekonstruovali a zmodernizovali úpravnu vody pro Plzeňany. Stovky milionů jsme investovali do kompletní opravy fotbalového stadionu ve Štruncových sadech. Peníze jsme dali i do atletického stadionu a dalších sportovišť. Vznikl také nový územní plán města, řešil se velký spor v souvislosti s plány na výstavbu v lokalitě po bývalém Domu kultury Inwest, rekonstruovaly se tramvajové tratě. Z nejnovějších velkých akcí pak byla například vybudována Náplavka v centru města, byla zavedena tramvajová trať na Borská pole, vznikl nový autobusový terminál a jiné. Jsem přesvědčen, že jsme tedy zvládli velké těžké akce i v době finančních propadů.


Na co jste v Plzni nejvíce pyšný?

Jsem pyšný právě na to, že se nám daří zvyšovat kvalitu života obyvatel. Z posledního průzkumu vyplývá, že více než 83 procent dotazovaných je s životem v Plzni spokojeno, což je skvělý výsledek, a já s nimi mohu jen souhlasit. Když se Plzeňanů zeptáte, co konkrétně se jim v životě v Plzni líbí nejvíce, nejčastěji uvádějí kulturní akce, parky a zeleň ve městě, kvalitní MHD, nabídku sportovišť a sportovního vyžití či město jako takové. V průzkumu jsme si ale také ověřili, ve kterých oblastech by si veřejnost přála zlepšení a na tom se snažíme intenzivně pracovat. V Plzni mohou lidé mluvit do toho, jak revitalizovat některé oblasti ve městě, vyjadřují se při veřejných projednáváních, mají detailní přehled o jednotlivých položkách rozpočtu města, mohou upozornit na nepořádek v ulicích nebo rozbitý mobiliář. Mým osobním přáním je pak pěstovat v Plzeňanech pocit hrdosti na naše město, podporovat patriotismus.

Pojďme trochu otočit, je něco, co se vám v Plzni zatím tolik nedaří?

Upřímně řečeno, moc mě netěší dopravní situace. Jde o dlouholetý problém, kdy nám centrem města stále projíždí tranzitní doprava, což jsme zdědili z dob komunistického „urbanismu“. Pomoci má dobudování západního okruhu, na němž se nyní pracuje. Ten spojí největší městská sídliště na Severním Předměstí, kde žije zhruba 50 tisíc obyvatel, s nejrozsáhlejší průmyslovou zónou města Borská pole. Realizace západního okruhu bude dalším novým propojením ve směru sever–jih. Svedení tranzitní dopravy centru Plzně značně uleví. 

Za co se v práci jako poslanec ODS v interpelacích nejvíce „berete“? Co vás nejvíc v naší společnosti pálí?

Zaměřuji se na oblast školství a jsem koordinátorem našeho programového týmu Vzdělání, věda, kultura a sport. Moje interpelace tedy pokrývají tuto sféru. V posledních měsících mě pálí zejména naprosto chaotický a neodpovědný přístup vlády k řešení koronavirové krize, založený často spíš na aktuální náladě na sociálních sítích a emocích lidí než na odborných predikcích a faktech. A to právě i v oblasti školství, které se v předchozím školním roce utápělo v nejistotě a zmatku. A nyní se situace opakuje. Trvale mě pak trápí relativizace demokratických hodnot a standardů, navíc podporovaná jistou částí médií, a taková ta snaha ukrojit z nich vždy o kousek víc a posunout hranici o něco dál, kam až to demokracie vydrží. To je tendence, která se zde rozmáhá teprve v posledních letech a která může mít při troše smůly dalekosáhlé následky. Jenže demokracie nemá nekonečnou elasticitu a v jistém okamžiku demokracií být přestává. My v ODS k těmto tendencím nechceme a nemůžeme mlčet, svoboda a demokracie jsou základní esencí politiky, kterou v naší zemi trvale prosazujeme.

2016–2018 náměstek hejtmana Plzeňského kraje pro oblast kultury a památkové péče.

2017 dosud poslanec Poslanecké sněmovny Parlamentu České republiky.

2018 dosud primátor města Plzně.

Rád čte beletrii i odborné knihy. Navštěvuje historické památky, má rád výtvarné umění, divadlo i hudbu různých žánrů.

Plzeň kulturní a mezinárodní

Plzeň je unikátní, nabízí obrovské množství kulturních, sportovních i volnočasových akcí. Z oblasti kultury se u nás konají třeba prestižní Mezinárodní festival Divadlo, Svět knihy, filmový festival Finále Plzeň, Mezinárodní festival loutkového a alternativního divadla Skupova Plzeň, Západočeská galerie právě připravuje výstavu o symbolu Plzně – Plzeňské Madoně, hudební festival Smetanovské dny, festival pod širým nebem Divadelní léto, Víkend otevřených ateliérů, Mezinárodní festival filmů pro děti a mládež Juniorfest, Noc s operou. Vysokou úroveň trvale vykazují naše Divadlo J. K. Tyla, Plzeňská filharmonie i Divadlo ALFA. Troufám si říci, že téměř každý den v roce se v Plzni něco děje. Do toho Plzeň intenzivně žije profesionálním fotbalem, hokejem i házenou, naše FC Viktoria, HC Škoda Plzeň a házenkářský Talent Plzeň nám dělají po republice i v zahraničí nezaplatitelnou reklamu.



Martin Baxa: I Support State Politics of Little Interference In People's Lives


Martin Baxa, the Mayor of the city of Pilsen, an MP and a member of the ODS, has always been interested in the world and since high school he’d wished to influence it a little. And he has been successfully doing so for decades, even though he has lost some illusions.


Martin, what is most difficult for you as a public figure?

Probably the moment when you happen to realise, that in the case of some politicians, it is not a conflict of ideologies, but merely business, and to deliver they have no issue being dishonest to voters and damage the interests of our country. Then naturally, if there are many of such business-political events it can be quite discouraging. All the more so, it is necessary not to give in to these tendencies in politics and to fight against them.


Is it true that it’s always tit for tat in politics?

An agreement to deliver on promises to citizens is a perfectly regular part of the political debate and the essence of any coalition. Of course, one learns the art of a well-balanced compromise, and it's not always easy. However, the responsible political parties are usually able to look after this, otherwise the voters would "reflect it" when going to throw the ballot in the next election.


In 1999, you joined the ODS. Why did you choose this particular party? What are you promoting?

At first, I was just a supporter of the Civic Democratic Alliance and that brought me a right-wing view of the world. For me, the ODS and ODA were almost identical when viewed from the outside. I wanted to support the right wing and be able to discuss right-wing politics with the people who do it. Over time, I joined the ODS and I belong more to its liberal part. I support state politics of little interference in people's lives. I also promote freedom of choice at the national level in the area I work on most, i.e. education. I am a very big supporter of the western orientation of our country, and our membership in the EU confirms this. In my opinion, while there is no real political or economic alternative. Of  course, some things coming from the EU annoy me, every now and then,  but I don't have to exit being reactive to it.


From 2010 to 2014 you were the Mayor of the city of Pilsen and since 2018 you have been the Mayor again. What have you set up as your aim and what have you managed to improve or implement?

The post of mayor was a great challenge. My goal is to help citizens of Pilsen live well and for Pilsen to be a sought-after city for both domestic and foreign visitors. After I took the job, we launched a number of projects, at least two dozens of really big events, many of which required courage and were difficult to enforce. The consequences of the then global economic crisis also affected Pilsen, and our tax revenues decreased significantly. Over the past ten years, we have managed quite a few things, to name some, the Mlýnská strouha relaxation zone has been established in the centre of Pilsen, the city has launched extensive revitalizations of large parks, built the Úslavský sewer collector, and completely reconstructed Mikulášské náměstí. Thanks to the Pilsen - European Capital of Culture 2015 project, we’ve come up with a new way how to use the former depot of the transport company, now DEPO2015. We’ve built the New Theatre for almost a billion crowns and we’ve also reconstructed and modernized the water treatment plant. We have invested hundreds of millions for the complete repair of the football stadium in Štruncovy sady. We’ve also funded athletic stadium and other sports grounds. A new zoning plan for the city has been also created, a major dispute has been resolved in connection with plans for construction in the area after the former Inwest House of Culture, and the tram lines have been reconstructed. What is more, recently, Náplavka has been built in the city centre, a tram service was introduced to Borská pole, a new bus terminal has been built and much more. I am convinced that we have managed to do great and not easy to organise events, even in times of economic downturn.


What are you most proud most of in Pilsen?

I am proud that we are succeeding in improving the quality of life of the population. The latest survey shows that more than 83 percent of respondents are happy with life in Pilsen, which is a great result, and I can only agree with them. When you ask the people of Pilsen what exactly they like the most about life in Pilsen, they most often mention cultural events, parks and greenery in the city, good quality public transport, the offer of sports venues and sports activities, and they mention the city as such. In the poll, however, we also checked what areas the public would like to improve, and we are intensively trying to follow up on that. People of Pilsen people can suggest how to revitalize some areas of the city, as well as they can have their say during public hearings, and get have a detailed overview of individual items of the city budget; they can point out the clutter in the streets or broken facilities. My personal wish is to cultivate a sense of pride in our city in Plzeň, to support patriotism.


Let's look at it from another perspective, is there something that has been hard for you to turn around in Pilsen so far?

Honestly, I'm not very happy with the traffic situation. This is a long-standing problem. Industrial transit network still goes through the city centre, which we inherited from the times of communist "urbanism". We are currently working on the completion of the West ring road, which we are hoping will help a lot. It will connect the largest urban housing estates in the Northern Suburbs, where are about 50,000 inhabitants, to the largest industrial zone in the town of Borská pole. The implementation of the West ring road will be another new link in the north-south direction. Once the industrial transit network doesn’t go through the centre of Pilsen the traffic will get quite some weight of its shoulders.


How is Pilsen tackling the problem the whole world is currently facing, i.e. the Covidu-19 pandemic? Have you also helped the citizens who have suffered great losses in business due to having been self- isolated?

We are fully aware of the effects the first wave had on our citizens and businesses. That is why we agreed on the so-called Pilsen Anti-Coronavirus Twelve in the spring. It is a package of twelve measures that mitigate the negative impact of the state of emergency on self-employed people, citizens, city organizations, existentially endangered sports clubs, cultural organizations and other entities. The measures include adjustments, reductions or remission of rents in municipal real estate for a certain period of time, extensions due dates of certain fees, openening municipal financial resources to address income shortfalls and assistance with municipal organizations loss of income. We do not want to leave anyone in our city in existential difficulties, with the proposed measures we try to mitigate the effects of the coronavirus crisis as much as possible; we want to include all groups. In addition, we also launched a large Together for Pilsen campaign in September, through which citizens can support local businesses. Dozens of cafes, restaurants, bistros, tea rooms, shops, galleries, museums and more are involved.


What do you most often "stand up for" in your work as an ODS deputy in interpellations? What burns you the most in our society?

I focus on the education sector and I am the coordinator of our programme team Education, Science, Culture and Sport. So my interpellations cover this realm. In recent months, I have been particularly concerned about the government's utterly chaotic and irresponsible approach to resolving the coronavirus crisis, often based on the current mood on social networks and people's emotions rather than on professional predictions and facts. And even more so in the area of education, which was already in the previous school year drowning in uncertainty and confusion. And now the situation is repeating itself. I am constantly troubled by the relativization of democratic values and standards, moreover, supported by a certain section of the media; and, this effort to cut off little more, pushing the border a little further, testing how far out democracy can last. This is a tendency that has only spread here in the recent years and which, with a bit of bad luck, can have far-reaching consequences. But democracy does not have infinite elasticity, and at some point democracies cease to be. We in the ODS do not want and cannot remain silent about these tendencies, freedom and democracy are the basic essence of politics that we are constantly pursuing in our country.
