Československo a Turecko navázaly diplomatické styky už v roce 1924. Na jaké úrovni jsou vztahy mezi našimi zeměmi dnes, tedy po téměř sto letech? O tom jsme krátce pohovořili s Egemenem Bağışem, tureckým velvyslancem v Česku.
Jak byste zhodnotil současný stav politických, ekonomických a kulturních vztahů mezi Českem a Tureckem?
Velvyslancem Turecké republiky v České republice jsem byl jmenován zhruba před rokem a musím říct, že já, moje manželka Beyhan i naše dcera Ecehan život a službu v Praze milujeme. Poté, co jsem čtrnáct let působil jako poslanec tureckého parlamentu a pět let zastával funkci ministra, je to pro mne čest a privilegium. Ve funkci velvyslance mohu využít všechny zkušenosti nashromážděné během života v naší zemi i mimo ni. Jsou to zkušenosti nejen z politické scény, ale také z mého působení v nevládních organizacích, v akademické sféře i v soukromém sektoru. Je mi opravdu ctí reprezentovat naši zemi v krásné zlaté Praze, která leží v samém srdci Evropy, a v zemi, kde také určitou dobu žil zakladatel moderního Turecka Mustafa Kemal Atatürk. Léčil se zde, konkrétně v Karlových Varech, ze zranění, která utrpěl během 1. světové války. Turecko vnímá Česko jako svého spojence a má velký zájem na rozvoji našich vztahů, a to ve všech oblastech.
Kde vidíte hlavní možnosti dalšího rozvoje našich vztahů? V kterých konkrétních oblastech?
Už v únoru 2013 jsme si stanovili cíl, aby náš vzájemný obchod dosáhl co nejdříve objemu 5 miliard amerických dolarů. Vždyť průměrný objem obchodu ve výši 3,5 miliardy dolarů realizovaný v posledních sedmi letech jasně dokládá, že tento cíl je realistický. Náš vzájemný obchod roste i navzdory omezením způsobeným globálními překážkami. Například prodej automobilů Škoda v Turecku se v roce 2019 zvýšil o 26 %. Mou prioritou je spolu s kolegy na velvyslanectví stanovit další cíle, a to především s ohledem na zintenzivnění spolupráce Turecka a Česka v oblasti energetiky, bezpečnosti, obrany, cestovního ruchu, kultury a vzdělávání. Právě tyto oblasti totiž vykazují z hlediska prohlubování naší spolupráce značný potenciál. Skutečnost, že Turecko je jednou z hlavních turistických destinací Čechů a že Česko je jednou z nejvíce preferovaných zemí mezi tureckými studenty, pokud jde o výměnné studijní programy, jen posiluje naši naději na posílení vazeb mezi našimi národy. Uvědomujeme si také význam Visegrádské skupiny v rámci EU a vynakládáme velké úsilí, abychom rozvíjeli dobré vztahy se zeměmi tohoto uskupení. Vyvíjíme též veškeré úsilí, abychom udrželi a posílili podporu Česka v otázce členství Turecka v EU a abychom zintenzivnili spolupráci mezi našimi dvěma národy v rámci NATO, čímž v důsledku přispějeme k upevnění trvalého světového míru. Jak řekl první prezident České republiky Václav Havel: „Na těchto cílech budeme pracovat, protože jsou dobré, nejen proto, že mají šanci uspět.“ Rád bych zde zmínil některé důležité události posledních dvou let, které nejlépe ilustrují naše dobré vztahy. Prvním je velmi úspěšná pracovní návštěva českého premiéra Andreje Babiše v Ankaře a Istanbulu. Dále jsou tu úspěchy ekonomické spolupráce: Firma Škoda Transportations ze skupiny PPF kapitálově vstoupila do společnosti TEMSA, která je velmi významným tureckým výrobcem autobusů, a firma Energo-Pro podnikatele Jaromíra Tesaře investovala kapitál do výstavby čtyř vodních elektráren v Turecku, přičemž dvě z nich již byly uvedeny do provozu. Důležitým momentem bylo i propuštění dvou občanů Česka, kteří byli v Turecku ve vazbě, a to po jednáních českého premiéra Babiše a tureckého prezidenta Erdoğana, které vedlo k posílení spolupráce mezi bezpečnostními, zpravodajskými a justičními složkami našich vlád. Byli jsme také svědky užší spolupráce mezi zástupci obou našich zemí v mezinárodních organizacích, která vyústila ve zvolení několika tureckých a českých kandidátů do významných pozic v těchto institucích. A nesmím zapomenout ani na spolupráci v boji proti covidu-19, nelegální migraci a terorismu.
Můžete zmínit některé konkrétní připravované akce na podporu ekonomické a kulturní spolupráce mezi Českem a Tureckem?
Víte, já i moje žena jsme žili dlouhých 17 let daleko od domova, ve Spojených státech, kde jsme se stali de facto členy místní turecké diaspory, což nás naučilo pracovat pro komunitu a lobbovat za její zájmy. To je úžasná zkušenost, kterou jsme zužitkovali i zde. Věnujeme maximální péči podpoře našich občanů, kteří žijí v Česku, protože ti slouží jako přirozený most mezi domovinou svých předků a jejich novou vlastí. Abychom této komunitě sloužili, jak nejlépe umíme, často se s nimi setkáváme, vždy s vědomím, že jejich zájmy jsou také naše. V Česku dlouhodobě působí několik nevládních organizací, jejichž činnost se nějak dotýká česko-tureckých vztahů, například Kitap – Turkická asociace Praha, Fenerbahce Fans nebo Česko-turecká smíšená obchodní komora. Přesto se dál snažím motivovat tureckou komunitu v Česku, aby organizovala kulturní a umělecké akce, podporovala průmyslovou a obchodní spolupráci, organizovala kurzy turečtiny pro děti i dospělé a zakládala sdružení ve velkých městech, jako jsou Brno, Ostrava, Plzeň… Loni jsme měli v plánu uspořádat každoroční turecký festival v Praze, který by představil bohatství naší kultury, ovšem kvůli pandemii covidu-19 k tomu bohužel nedošlo. Nicméně věříme, že se nám to podaří tento rok v červnu. Mým velkým cílem je také podpořit navazování partnerství mezi tureckými a českými městy. V této souvislosti se chystám navštívit různé regiony Česka, abych se zde setkal se zástupci místní samosprávy a podnikatelů, a zjistil, co konkrétně je potřeba udělat pro to, aby zahájili jednání se svými tureckými protějšky. Jsem přesvědčen, že zvlášť důležitou roli v posilování vazeb mezi našimi zeměmi hraje cestovní ruch. I proto se chystám podpořit zvýšení počtu pravidelných linek mezi hlavními letišti v Česku a Turecku. A v neposlední řadě jsou tu také výstavy a veletrhy v Česku i v Turecku, na které je třeba příslušné subjekty upozornit a motivovat je k jejich návštěvě.

Narodil se v roce 1970 ve městě Bingöl na východě Turecka. Získal bakalářský titul v oboru management lidských zdrojů a titul Master of Public Administration, obojí na Baruch College, City University of New York.
Je ženatý a má dvě děti.
Egemen Bağış: The Traditional Alliance is Growing Stronger
Czechoslovakia and Turkey established diplomatic relations in 1924. How are the relations between our countries today, after almost a hundred years? We talked about this briefly with Egemen Bağış, the Turkish Ambassador to the Czech Republic.
How would you assess the current state of political, economic and cultural relations between Czechia and Turkey?
I was appointed as the new Ambassador of the Republic of Turkey to the Czech Republic around this time last year. My wife Beyhan, our daughter Ecehan and I love living and serving in Prague. After having served as a Member of the Parliament for fourteen years and as a Cabinet Minister for 5 years, this is an honour and a privilege for us. We are able to use our cumulative life experience acquired within and outside our country from non-governmental organizations, political entities and parties; the legislative and executive bodies of our government, our universities and academic platforms as well as various private sector organizations. It is really an honour to represent our country in the golden city of Prague that lies in the heart of Europe, and in a country like Czechia where the founder of modern Turkey Atatürk also lived (in Karlovy Vary), and healed after he’d been wounded and became a veteran. Turkey has the desire to develop our mutual relations even further in all areas.
Where do you see the main possibilities for further development of our relations? In what specific areas / projects?
In February 2013, we targetted bilateral trade volume of 5 billion USD. The average trade volume has been 3.5 billion USD during the last 7 years, which is a great indicator for achievability of our target. Also, our bilateral trade has been increasing despite the limitations caused by global obstacles. For example, Skoda Automobiles achieved 26% sales increase in Turkey in 2019. My priority along with all my colleagues at the Embassy will be to set new goals with the aim of fulfilling our national goal to increase the cooperation between Turkey and Czechia in the areas of energy, security, defence, tourism, culture, and education; all of which have considerable cooperation potential in our respective countries. The fact that Turkey is one of the top tourist destinations for Czechs, and that the Czech Republic is one of the most preferred countries for Turkish students regarding exchange programmes, only reinforce our hope to strengthen the bond between our nations. We will use every chance we get to underline the importance of the Visegrád Group, putting forward our best efforts to advance the cooperation. We are making every effort to sustain and strengthen the support of Czechia for Turkey’s membership in the EU and to increase the cooperation between the two nations under the NATO umbrella, while trying to contribute to lasting global peace. As the founding President of Czechia Vaclav Havel asserted, “we shall work for these goals because they are good, not just because they stand a chance to succeed.” Some of the highlights of our bilateral relations during the last year are; Prime Minister Babis‘ a very successful working visit to Ankara and Istanbul, PPF Group’s Skoda Transportations having bought shares and becoming the managing partner of TEMSA, which is a very prominent Turkish bus manufacturer; Energo-Pro led by Mr. Jaromír Tesař having invested by building four hydropower energy plants in Turkey and two of which have already become operational; two Czech citizens who were in Turkish custody have been released as a result of the persistent follow up by Prime Minister Babis and President Erdoğan, which led to increased cooperation in the security, intelligence and justice branches of our respective governments. What is more, we have witnessed greater cooperation among our representatives in international organizations, which resulted in the election of many Turkish and Czech candidates to several global positions. And, there has been a great sense of solidarity and cooperation in the fight against COVID, illegal immigration and terrorism.
Are there any planned events promoting commercial, economic and cultural relations between Turkey and Czechia?
Having lived away from home for 17 years, when me and my wife lived in the United States during our teenage and young adult years, we got into volunteering, lobbying and working profesionally as members of the local diaspora community. As a natural outcome of this, we are trying to give the utmost care to the support and cooperation to our loyal, faithful and patriotic citizens, who reside in Czechia and serve as a natural bridge between the homeland of their ancestors and their new home country. In order to serve this community to the best of our abilities, we frequently meet them, always with the awareness that their concerns are ours as well. In addition to the existing Turkish Czech NGO’s like Kitap – Turkic Association in Prague), Fenerbahce Fans and Joint Chamber of Commerce I have motivated our community to establish various NGOs to unite Turkish business professionals in Czechia, to organize cultural and art events, to promote industrial and trade cooperation, to organize weekend Turkish language courses for kids and night classes for adults and establish associations in major cities like Brno, Ostrava, Pilsen, etc. We were going to organize an annual Turkish festival in Prague to promote our cultural richnesses which we had to be cancelled due to covid 19, but we are hopeful to fulfil this goal in June this year. Also, I would like to establish sister city relationships between Turkish and Czech cities and towns. I plan to visit different regions of the Czech Republic in order to meet both elected local government and business community leaders in order to establish ties with their Turkish counterparts. I believe tourism is an important sector for our citizens to make the ties strong and flourish. Moreover, we will try to increase flights among our major airports. And, last but not least; we are going to be motivating our respective business communities to attend trade fairs for various sectors.
