Although criminality is declining and the Czech Republic is one of the safest countries in the world, Prague has been in constant trouble with security problems, minor criminality and recidivism. Mayor Alexander Bellu, together with his colleague Prague 2 Mayor Jana Černochová, presented two concrete proposals to improve this situation.

Stronger competencies

“Mayors are close to local problems like drug crime, nightlife disturbing or negative signs of homelessness, and therefore it is essential that they have stronger powers in their hands. That’s why it is imperative that the mayor and the city council have influence on the choice of the local police director, and at the same time they should be able to determine local city police priorities”, says Alexander Bellu. Then he adds that this is not a simple matter, as this change will require a change of the Prague City law.

Three times and enough

If you think the first measure is already ambitious, then you might be surprised that the second proposal goes even further. It is the so-called principle “three times and enough”. Alexander Bellu explains it: "The problem of drug addicts and drunken homeless people is not insoluble and cannot be overlooked. If someone consistently violates public order and security in the city, we must stop him. That is why I propose to introduce the rule “three times and enough”. For three repeated offenses of the same nature, the municipality or city district may temporarily deport these recidivists from their territory. It's nothing new, and it has been proven in the past. " For this change, it will be necessary to amend the offense law, from which has already been this “three times and enough” sanction released in the past. Both mayors would like the proposals to push in co-operation with their colleagues, MPs for the Civic democratic party (ODS), with whom they already talk about it.

In terms of security, after strengthening the number of city police officers in Prague 3, these are two more specific measures that Alexander Bellu wants to enforce.
